Strange beetles are digging in the yard

This week a couple visited the Master Gardener Plant Clinic with a beetle they were interested in having identified.

Freakish insect with crab-like claws. It's about 2 cm long and it has not moved since I found it (10 minutes). Found in public garden in Rome, Italy. : r/whatsthisbug
